Blocks any edit containing a blocked url.

The tests fails because /srv/mediawiki/extensions/SpamBlacklist already exists, not sure why that is.

@hargup Some of the extensions are already installed but activated. Try removing it from install_extensions.sh

Any idea how many URLs this blocks?

The global block list has some 7.8K url patterns!
