This is a preparation for realizing tenant invitations because we want to enable tenant creation which will get generated UUIDs as identifiers.

This PR is breaking at multiple places:

The permission validation on the console must now respect tenant and project role enums
CLI and deployment because command line now requires dedicated flags --project-roles and --tenant-roles
