Cilium needs new configuration options #399

Starting with gardener-extension-cilium 1.32 the cilium node does not start anymore with:

cilium-xxdvz cilium-agent level=fatal msg="failed to start: daemon creation failed: unable to initialize kube-proxy replacement options: Invalid value for --kube-proxy-replacement: true" subsys=daemon
