Create a metal-soy-redux style library #405

Create a redux style library based on something like what @p2kmgcl accomplished here https://github.com/liferay/liferay-portal/tree/master/modules/apps/layout/layout-content-page-editor-web/src/main/resources/META-INF/resources/js. For larger metal-soy applications this would be helpful to have!
