📖 add openssf best practices badge to README #1794

We have achieved passing badge on OpenSSF Best Practices. Adding badge to key repositories to display this achievement. It is also checked by the CLOmonitor and is required to move up to incubated project in CNCF.

edit: remove BMO periodic badge as it has been moved to GH actions from Jenkins and is broken now, and fails the link check when README is edited.
