:bug: Fix vbmc container build after tripleo deprecation #480

The tripleo repo has been archived as tripleo is not maintained anymore. Let's switch to RDO repos for vbmc to avoid breakage.

I don't think integration tests builds VBMC I have not found anything about that in the logs, on the contrary I see VBMC source being set to quay. I have tested the build manually, I am fine with overriding the test here and merging the change.

We need to fix the vBMC build, and the ubuntu job is pretty hopeless at this point.
