Add support for Centos 10 Stream #1446

Similar to #1430 and https://github.com/metal3-io/ironic-image/issues/529 we need soon to add support for Centos 10 Stream hosts.

as for https://github.com/metal3-io/metal3-dev-env/issues/1430 I'm happy to take this, also considering that I'm already working on migrating ironic-image to CS10 please consider that CS10 is not officially out yet, so this has a lower priority than the ubuntu noble one
