add release 1.4 to the testing matrix, update everything #330

Add release-1.4 branches to the testing matrix, and update the entire document with latest release information.

Split table into three per test type to make it easier to read, and add "tag" to MariaDB and Ironic.

Reformat the linked list indentation.

All above allows removing markdownlint ignore.

Updated the entire document. Dropped some old information like 0.5.x stuff. Any thoughts?
