Improvements and fixes in baremetal guide

Flavor is removed from cluster generate command arguments, we dont have development flavor cluster-template yaml in CAPM3. this should fix: https://github.com/metal3-io/cluster-api-provider-metal3/issues/1395 This PR is also:

Adding missed variables that were required for clusterctl generate of CAPM3
Moved ironic and bmo related variables to before ironic and bmo deployment
removed hardcoding of release versions from cluster init
