user-guide: Add Pre-Provisioning NetworkData details #483

Add information to the instance customization guide to explain Pre-Provisioning NetworkData and how it differs to the regular networkData

As suggested by @dtantsur on slack, I moved this addition from the existing instance customization section and created a new file - I decided to call this "advanced instance customization" since we probably should add related details e.g around the preprovisioning image integration etc in future
