Add xfoil download instructions for Windows and Mac to README.md.

For windows, xfoil is placed in the C:/OpenMETA/xfoil-and-nrel-codes/bin/ - same as BladeMDA.

If this is bad style, it would be easy for me to change the workflow scripts and put xfoil somewhere else.

xfoil6.99.tgz does not contain the windows binary

Good catch. Fixed my mistake. Windows users should download XFOIL6.99.zip instead
