Decide which repos should have use user-docker workflow

Per discussion in https://github.com/metanorma/iso-10303-2/issues/286#issuecomment-1624784282 a separate ticket was created here

Long story short: we have two types of repositories:

• internal/private
• public (for the end-user)

Requirements for workflow in internal/private repositories:

• Should be able to install private fonts if need
• Should be easily maintainable i.e. all logic should be in a shared workflow to be able to fix issues once for all repositories
• Should be tested on different configuration: docker/macos/ubuntu/windows

Requirements for workflow in public repositories:

• Workflow configuration should be clear (readable) so a user will be able to understand it (copy it for own repos)
• It's enough to be run once on ubuntu

Action items

• [ ] define rules: which repos should use user-docker
• [ ] update cimas.yaml according the decision
• [ ] question: maybe build-and-publish action should be able to handle private fontists formula install?
