Unify workflow for gems with native extensions #82

Intro

We have several gems workflows with native extensions and it will be nice to have a unified workflow for them to simplify maintainability

Classification:

a gem with ruby native extension (where we should provide multiple binaries per each minor ruby version, example: https://github.com/lutaml/expressir
a gem with a single native binary which loaded through ffi, example: https://github.com/metanorma/emf2svg-ruby
a gem with the complex build system, which we should also provide a simple interface to build, example: https://github.com/rnpgp/ruby-rnp

Action items

[ ] collect and classify all our repos
[ ] develop common workflow
[ ] put it in cimas configuration
