vcpkg version upgrade to fix #15

@alexeymorozov pls check if it fixes the issue you have with CMake 3.21

It has already passed the step it failed previously. Will report more information tomorrow.

Finally I've successfully reused the dll in Ruby https://github.com/metanorma/emf2svg-ruby/pull/2/checks?check_run_id=3394826425 (step Run bundle exec rspec)
