PDF styling of JCTLM documents #366

Follow-on from https://github.com/metanorma/metanorma-bipm/issues/10

This is work that we have not done for 4 years, so I am not convinced this is of any priority at all. But we now support JCTLM, and that means that the policy and meeting-report document types for JCTLM should be rendered consistent with the current output.

I strongly suggest you do not action this unless you are explicitly asked to.

The "authorized by" is captured now as :authorizer: ORGANIZATION, in bibdata/contributor[role/@type = 'authorizer']/organization/name
