Add sassc gem for metanorma/mn container #124

@CAMOBAP makes sense here for two reasons:

  1. We control the docker setup so we know sassc can be installed (hard to install sassc gem on local machines due to dependent libraries required)
  2. Having sassc in the docker container will allow users to use SASS and SCSS stylesheets.
