In inherited code from asciidoctor-iso, the docidentifier prefix is based on the publisher. In GB, it is not: it is the prefix code.

Refactored docidentifier to be in Isodoc::Gb::Agencies class; invoking docidentifier from Asciidoc::Gb::Converter as docidentifier_cleanup().
