The lookup tables for agency names in agencies.rb are going to be needed by gbbib, so it can intelligently populate the "publisher" fields. This code is already being shared between Asciidoctor::GB and Isodoc::GB. Rather than introduce a circular dependency, I will move the lookup tables to a separate gem.
