IHO S-102: Update Copyright #75

Copyright has slightly been changed in IHO S-102.

The original is on the left and the generated file is on the right. image

Of the standards published in October 2022

https://iho.int/uploads/user/pubs/standards/s-99/S-99%20Ed%202.0.0_Final.pdf has the new wording

https://iho.int/uploads/user/pubs/standards/s-57/S-57%20Appendix%20B.1%20Annex%20A_UOC_Ed%204.3.0_Final.pdf and https://iho.int/uploads/user/pubs/standards/s-58/S-58%20Ed%207.0.0_Final.pdf still have the old wording.

https://iho.int/uploads/user/pubs/standards/s-44/S-44_Edition_6.1.0.pdf has almost the same wording, but in the second para refers to the "Secretariat of the International Hydrographic Organization (IHO)"

I do not have any confidence that there is a template for copyright being used consistently, and I will not action this without clear advice from IHO.
