Relaton standard references in ISO document not showing the SDO organization #508

There are 3 separate organizations here: IETF, OGC and OMG. None of their full document identifiers are showing.

This is correct in the HTML, but not in the PDF.

Very clearly, the rules as to whether the SDO prefix is inserted before the document identifier need to be resolved in the Presentation XML layer, instead of the HTML layer.

@Intelligent2013 When I implement this, you will need to update your stylesheets, so that you no longer make the decision as to whether to prefix the document identifier or not: I will be inserting the SDO prefix explicitly inside the identifier content.
