BIPM xslt: footnotes and side notes numbering #271

  1. Merge side notes from level 4 (Resolution level) to level 3 in annexes.
  2. Replace asterisk * to superscript number. (instead of *** should be 7).
  3. All footnotes move to side note (See Section 2.3.5 footnote 'Voir la norme ISO 80000-3 pour de plus amples détails.', and Appendix 4 'To recognize Bryan Kibble’s invention of the watt balance' for example)

  1. Enclose footnotes number into parenthesis like this: (1).
