Support "Revision to" parsing in addition to "Revision of" #76

Some identifiers in the IEEE dataset use the non-standard "Revision to" phrase instead of "Revision of". We should parse them.

IEEE Std 1207-2011 (Revision to IEEE Std 1207-2004)
