@ronaldtse Is it a new stage, like "CD" or "WD"? Is it related to "CD"? What codes we should assign to it?

The CD becomes final committee draft (FCD) if the number of positive votes is above the quorum. Successive committee drafts may be considered until consensus is reached on the technical content. When it is reached, the text is finalized for submission as a draft International Standard (DIS).

FCD is not a current ISO stage, it is only used in old documents. It is the "Final CD" stage but before "DIS". The stage code is 40 (Enquiry stage), which is same as DIS.
