I am not convinced that ITU-T OB.1283 should contain ".", based on the footers of published Operational Bulletins. This PR also does not implement i18n at all. However in the interest of getting this unblocked, I approve this PR provided that @ronaldtse does.

Just checked original task https://github.com/metanorma/pubid-itu/issues/4 for "Operational Bulletin" there no ".", seems like it's a bug
