Parse "NIST Research Library (2022)" #211

We need to be able parsing a specific ID "NIST Research Library (2022)". This issue blocks https://github.com/relaton/relaton-nist/issues/68#issuecomment-1685721201

@mico At this moment we have NIST Research Library (2022) and NIST Research Library (2023). It seems we will have documents like this in this and next years. @ronaldtse Am I correct?

Also, the "NIST Research Library" is now in 2023, we should support that.
