Need new release #10

I cannot access pubid-nist 0.3.x in Metanorma without a new release of pubid, the gemspec currently has spec.add_dependency "pubid-nist", "~> 0.2.6"

I fail to comprehend what the ongoing delay is. Without a pubid release to deal with the major version release of pubid-nist, the version release is useless to me. The entire point of this gem is to manage downstream adoption of minor releases of pubid-*; updating pubid is an ongoing requirement.

Kindly action this.

@mico this is NOT addressed: you have to release the gem for me to get the updates, not just update its gemspec!!

Pubid is still at 0.1.1 since February, and therefore is still stuck on pubid-nist 0.2.6.
