Upload .bin dir after actions/upload-artifact@v4 change
- The change was made by Github to help people avoid uploading credentials.
- In our case, we are uploading the `./program/.bin/.so directory which only contains program builds.
- For more info see: https://github.com/actions/upload-artifact/issues/602
pnpm version update and lockfiles did not need to be updated in previous commit, so reverting to the version prior to e020deac1cbed1bd5faab3be17c6323c603adbf7
