The PR overhauls the site configuration mechanism of metOcean and introduces a unittest framework and test Fuseki server mode.

The metOcean Apache Fuseki server fuseki.py has also been refactored to address several outstanding issues.

@marqh I've pushed up my changes and I think this is good to go :+1:

I recommend that we postpone the testing URI changes to another time, particularly when we revisit the relationship between fuseki.py and queries.py.
