New AD_UserQuery_Editor in WebUI #457

What is the current behavior?

Currently, the UserQueries needed for defining Filters in WebUI can only be created via Swing Client Extended Search at the moment.

What is the expected or desired behavior?

Have a possibility in WebUI to define a generic window for That. Window and Table Binding could be done on Main View/ Header level and then have Subtabs that define the Filtering criteria (Columns, Fields, comparators ...).
