Fixed database filter and ion select list #1520

Description

  1. Fixed a bug where the ion select list on the Image alignment page was not displaying all the values.
  2. Fixed a bug where the list of databases on database filter was not being displayed correctly if dataset filter was selected
  3. Added scroll to channels box when more than 5 ions are added on the annotation page.
  4. Changed ViewProject page query to execute only after the project id loaded.
  5. Added sanity checks for null variables reported on Sentry.
