Added a github action for linting.

Added selene as a tool to foreman.toml.
Created selene.toml along with rules. Read more about linting rules of selene here if you wish to allow/deny any rules.
Runs on manual triggering, when pull requests are open and when code is pushed.
Installs foreman tools automatically and runs selene src.
