Fixed #326 and updated Meteor packages #338

Updated the meteor packages to align with the 1.8 release
Fixed the continuous reloading issue present in "vue-component-dev-client"
Added a default babel cache folder value to "process.env.BABEL_CACHE_DIR" so Meteor no longer shows the corresponding warning

@Akryum Any chance this could be merged so Meteor 1.8 actually works without having to manually patch? I don't want to be an ass but I am pushing vue at my company and getting ready to start a new project.
