create basic documentation for the Accounts.createUserVerifyingEmail function #698

The function was created in the https://github.com/meteor/meteor/pull/11080 PR but the docs are still outdated and don't mention it anywhere.

@delki8 Your commit is good (though we could debate the proper positioning), let's create a PR and get it into the docs.
