upgrade meteor to METEOR@1.10.2 (react branch) #285

Hi, I've just tried to upgrade meteor version from 1.8 to 1.10 for this project. Changes are

  1. use meteor 1.10.2
  2. upgrade npm dependencies (deeply updates by peer @babel/runtime as well)
