Bugfix/cli invoke fixes

Description

Fixes bug where invoke wouldn't work on windows because pty doesn't work on windows.
More intelligently installs packages on the right versions of python and OSes so that people can format code better
- invoke prints messages for black and invoke if they don't have a recent enough version of python to run, instead of just erroring out
pytest now suppresses deprecation warnings that we are expecting instead of printing them to not freak people out.
