!briefing and !postop Commands #9

Implement the following:

!briefing - pull the latest briefing thread

!post - pull the latest post op thread

If #8 does not go well, like most likely use #1 and two commands to set current threads (!setbriefing and !setpostop).

Killing #8 in favor of another idea, most likely to be done in v1.1. Will do !setbriefing and !setpostop.
