Some code already exists that creates netcdf-cf files from FROST:

It could be used as a starting point. Updates are needed as the metadata added to the nc files are from older versions of mmd (see the keyword attribute for example).

Some weather station data is already available on THREDDS at https://thredds.met.no/thredds/catalog/met.no/observations/stations/catalog.html. They can be used as inspiration too.
