Prepare mapserver container #278

First basic image is generated here https://gitlab.met.no/trygveas/okd-satellite-mapserver-image

Should this image be located another place in the gitlab?

Also this is just a first, and will need iterations as we see more needs in this image

The container is now available with updates from Christian Skarby and can be run under kubernetes.

I also moved it the s-enda area on gitlab
