Earlinet + 3d colocation updates: Include Level1 data and Introduce LayerLimits

Change Summary

• There was a bug in the type hinting implementation for colocation_layer_limits and profile_layer_limits. This has been fixed and improved.
• Introduces a TypeDict called LayerLimits. Type hinting for this in the code has been included in key places.
• The Earlinet reader is now agnostic to the level of data being used. We have been told that we can use the level 1 data if level 2 data is not available. The scripts to download these data have been updated to reflect this change. This may need to be revisited in the future if the level 1 data ever gets approval to become level 2 data, at which point we may want to just opt for that.
