Icon timesteps #132

Calculate the usable timesteps from the input NWP datasets for ICON rather than hardcoding.

Using up to 4 NWP datasets for ICON runs to always have 60+ hours of forecast. Currently, 00 and 12 have at maximum 48h, while 06 and 18 have 120.
