meteo files can be written atomic (i.e. mv, rsync, nco-tools) or continuously (cp, fimex). atomic files can be used as soon as they exist, while continuously written files require a grace-period before they can be safely used. (Locks are often not available on global filesystems and for meteo-file creation.)
