Store a user info id in a cookie, info id linked to user info in database #63

We should scope this out, basically this would enable us to write reports without targeting grails.

This would also allow us to get rid ofthe database-sessions plugin which is incredibly buggy

I just realized we don't need this. The whoami service should be able to take care of this
