My applications navigation side bar

As an applicant managing applications, I want to have my application management be easier to filter applications by appropriate statuses

AC:

• New design of the "my applications" page is implemented

• This is connected to #422
• Statuses should be the same as the ones mentioned here: https://github.com/metrotranscom/doorway/issues/434#issuecomment-1843353072
• This change should be done in core

Core QA: https://bloom.exygy.dev/ This can be tested by signing into the public site and first testing the empty states of the different sections. If there are no applications at all, the message will be to browse more listings but if you have applied but none of the applications are in the selected state, it will be a custom message. Then apply to multiple listings. Lastly, change the status of those listings and observe the applications move to the corresponding section

• If this is done before lottery work is completed, side nav does not need to include the "lottery run" status

Few questions tho @ColinBuyck

• Just confirming that the "lottery run" status won't show if a jurisdiction does not have that turned on?
• Is the text in the empty states meant to be responsive to the status or always show the same error message? I'm ok with either but I thought Em sent some distinct messages over
