AMI NaN

Bug:

• If a unit is made without an AMI chart associated, it shows up on the public site as NaN with an empty table

Expected Behavior:

• If a unit is made and there is no AMI chart associated, no table should show on the public site.

I spoke with Izzie, and we can instead require that units are saved with AMI charts if it that helps avoid the weird behavior @mcgarrye called out.

That can definitely work but that doesn't fix all existing units without them and we wouldn't be able to backfill them
