Add documentation on how to run Bloom with bloom-dev as Postgres user #7

Currently our team has this documented internally, but we should add a "how to run locally" section that is specific to Doorway and in this repo somewhere. We should do this because our instructions differ somewhat from what is in Bloom and is thus undocumented externally right now.
