Update exports from csv to excel #734

As a user of Doorway Partners Portal, I want all of the exports that I download from DHP to be in excel format, So that all of the exports are in a format that is easy for me to open and transform.

Note:

This should also be true for the lottery export, but that's handled in a separate ticket.

AC:

Applicant export is in excel format, not a CSV
Listing export is a spreadsheet, not a CSV
User export is a spreadsheet, not a CSV

Can we make this an environment variable that we can configure based on jurisdiction?

Some complications for lottery Set of helper functions maybe?
