Remove ability to edit listing close date OR lottery date on closed listings.

As a Property Manager or Jurisdictional Admin, I should NOT be able to edit the listing close date OR lottery date on a listing, So that I cannot change those after I have published a listing.

Notes:

• Administrators should still be able to edit this, process-wise PMs or JAs will need to reach out to BAHFA to make these updates
• This is a follow-up to this, which restricts this from being done to published listings. It was left off the AC.

AC:

• Partners/JAs should not be able to edit lottery or due dates on closed listings.

This will be less relevant once we prevent closed listings from being edited in general, putting in backlog.
