Alphabetize Json files #785

The strings in core have recently been alphabetized and it would be helpful to do the same here prior to bringing over release PRs. This will help to differentiate the lines that have changed line location versus those that are updated or different in core.

Technical Notes: command + shift + p --> sort lines ascending

QA Notes: https://staging.housingbayarea.mtc.ca.gov/ Spot check staging translations to make sure nothing wonky happened in using the command

Suggestion that came up during lottery - We should do this in Doorway and HBA before we pull over changes It will make it really hard to keep track of unique changes
