Listing Opportunity emails break with special characters #844

Doorway listing opportunity emails break when they contain an apostrophe. They should be able to dosplay special characters.

QA Notes

In staging, create a listing or publish one to send the gov delivery emails. I am not sure how to get on the staging list though to receive them @ludtkemorgan
