fix: fixes casbin error #929

this locks the version of casbin to a specific version that should (hopefully) fix the error in doorway staging

@YazeedLoonat curious about this change, the lock file has version "5.27.1" for casbin?

@emilyjablonski yeaa the issue is that in doorway we don't seem to be using the yarn.lock and are instead pulling in a much more recent version which is what is causing the issues with doorway staging
